A catch-all receives mail sent to otherwise nonexistent addresses at a domain, but usually creates more problems than it solves.

Risks

It accepts mistyped addresses that should have failed clearly.
It attracts automated spam sent to guessed recipients.
It can consume storage rapidly and hide obsolete address use.
It makes it harder to identify which published address was used.

Preferred approach

Create named mailboxes or aliases for addresses that should receive mail.
Use groups for addresses that must deliver to several people.
Review old addresses and create a temporary alias during a controlled transition.
Enable a catch-all only for a documented need, monitor it and set a removal date.
